The CJSC “FINCA Bank” has signed an agreement with the Ministry of Labour and Social Development of the Kyrgyz Republic for providing banking services to the recipients of welfare benefits and monetary compensations within the project “Social welfare payments”. This agreement provides an opportunity to issue FINCA ELCARD cards for receiving allowances and “Balaga suyunchu” compensations. On January 1, 2018, the law on government allowance and public welfare payments came into effect; according to this law, one-time child allowance “Balaga suyunchu” shall be paid in the case of delivery of a child.

Besides, previously the Bank executed an agreement with the Social Insurance Fund for payment of pensions and welfare allowance payment, providing banking services to pensioners within the project “Pensioner’s card”, which enables us to issue FICNA ELCART cards for crediting pension.

The main advantages of social welfare cards “FINCA ELCART”:

Выпуск, перевыпуск и обслуживание карты – free of charge;
Monthly accrual of interest on the balance of funds on the card account – 3%;
Cash withdrawal in ATMs and POS-terminals across Kyrgyzstan – free of charge;
Non-cash payment for goods and services in retail and service outlets – free of charge.

Those services are available at all branches of the Bank.

We also remind you that the promotional offer “Money returns!” is valid for all the FINCA ELCART card holders! When making a purchase to the amount up to and/or equal to 10, 000 SOMS using a card, you receive 3% cash back onto your account.

The validity period of the promotional offer is 01.10.2018 – 31.12.2018.
